      <title>ΔΕΛΤΙΟ ΤΥΠΟΥ:  Σχετικά με τον Κώδικα Μετανάστευσης και Κοινωνικής Ένταξης</title>

&lt;p align="center"&gt;&lt;strong&gt;Σχετικά με τον Κώδικα Μετανάστευσης και Κοινωνικής Ένταξης&lt;/strong&gt;&lt;/p&gt;&#xD;
&lt;p&gt;Ο Κώδικας Μετανάστευσης και Κοινωνικής Ένταξης ο οποίος ενοποιεί την έως τώρα υπάρχουσα νομοθεσία πρόκειται να κατατεθεί στη Βουλή στις 11 Μαρτίου.&lt;/p&gt;&#xD;
&lt;p&gt;Παρόλο που με τoν εν λόγω Κώδικα γίνεται μια προσπάθεια επίλυσης αναχρονιστικών ζητημάτων που αντιμετώπισαν οι αλλοδαποί και οι αλλογενείς στην Ελλάδα, η απουσία ολιστικής προσέγγισης και επίλυσης των ζητημάτων αυτών είναι έκδηλη. Εισάγει μερικές&amp;nbsp; καινοτομίες (επέκταση της επί μακρόν για τη δεύτερη γενιά και στα παιδιά που πήγαν σχολείο στην Ελλάδα), διευκολύνει (ορισμένες μόνο) διαδικασίες (μείωση εισοδηματικών κριτηρίων για επί μακρόν και κατάργηση για οικογενειακή επανένωση, χρήση βιβλιαρίου υγείας για επαναφορά στη νομιμότητα συγκεκριμένων κατηγοριών μεταναστών) και μπορεί να βελτιωθεί σημαντικά με τροποποιήσεις.&lt;/p&gt;&#xD;
&lt;p&gt;Λαμβάνοντας υπόψη τις ευαίσθητες πολιτικές ισορροπίες στη χώρα τη δεδομένη&amp;nbsp; χρονική στιγμή&amp;nbsp; αλλά και τις γενικότερες συνθήκες στην Ευρώπη, όπως και το γεγονός ότι η επίλυση των προβλημάτων των μεταναστών που ζουν και εργάζονται στην Ελλάδα είναι επιτακτική ανάγκη, υποστηρίζουμε τις προσπάθειες που γίνονται προς αυτή τη κατεύθυνση. Ωστόσο, θα&amp;nbsp; υπενθυμίζουμε σε κάθε ευκαιρία ότι ο συγκεκριμένος Κώδικας δεν περιλαμβάνει ολιστικές&amp;nbsp; αλλαγές που θα συνέβαλλαν στην εξασφάλιση επίλυσης προβλημάτων όλων των κατηγοριών των μεταναστών. Και ιδιαίτερα της ευαίσθητης και σημαντικής κατηγορίας των νέων που γεννήθηκαν και&amp;nbsp; μεγάλωσαν στην Ελλάδα στους οποίους στερείται ακόμα το δικαίωμα στη ιθαγένεια. Θα περιμένουμε στο μέλλον νομοθετικές πρωτοβουλίες &amp;ndash;όπως δεσμεύτηκε και ο ίδιος ο Υπουργός- προς αυτή τη κατεύθυνση.&amp;nbsp;&lt;/p&gt;&#xD;

      <title>Έκθεση Human Rights Watch: Μίσος στους Δρόμους</title>

&lt;p style="color: rgb(102, 102, 102); font-family: Verdana, Arial, Helvetica, sans-serif; font-size: 11px; line-height: 15px; "&gt;Στην 92 σελίδων έκθεση, προϊόν επιτόπιας έρευνας και ανάλυσης του τρόπου που αντιμετωπίζει τα περιστατικά και τα εγκλήματα ρατσιστικής βίας η δημόσια διοίκηση και η πολιτική εξουσία στη χώρα μας, τεκμηριώνεται η απροθυμία των διωκτικών και των δικαστικών αρχών να αποτρέψουν τις αυξανόμενες επιθέσεις κατά μεταναστών, αιτούντων πολιτικό άσυλο και προσφύγων. Όπως σημειώνεται, &amp;laquo;παρά τη σαφή επαναληπτικότητα των περιστατικών βίας και την αυξητική τάση, οι αρχές δεν έχουν κατορθώσει να παρέμβουν αποτελεσματικά, με στόχο την προστασία των θυμάτων και τη λογοδοσία των δραστών&amp;raquo;.&lt;/p&gt;&#xD;
&lt;p style="color: rgb(102, 102, 102); font-family: Verdana, Arial, Helvetica, sans-serif; font-size: 11px; line-height: 15px; "&gt;&amp;laquo;Άτομα, προερχόμενα από εμπόλεμες ζώνες, αποφεύγουν να κυκλοφορήσουν το βράδυ στην Αθήνα, λόγω του φόβου ότι θα δεχθούν επίθεση&amp;raquo;, επισήμανε η Τζούντιθ Σάδερλαντ, ερευνήτρια της οργάνωσης για τη δυτική Ευρώπη και πρόσθεσε: &amp;laquo;Η οικονομική κρίση και η μετανάστευση δεν δικαιολογούν την αποτυχία της Ελλάδας να αντιμετωπίσει τη βία, που διαρρηγνύει τον κοινωνικό ιστό&amp;raquo;.&lt;/p&gt;&#xD;
&lt;p style="color: rgb(102, 102, 102); font-family: Verdana, Arial, Helvetica, sans-serif; font-size: 11px; line-height: 15px; "&gt;Στο πλαίσιο της έρευνας, η οργάνωση πήρε συνεντεύξεις από 59 άτομα, που ήταν θύματα ρατσιστικής βίας στο διάστημα Αύγουστος 2009- Μάιος 2012, μεταξύ των οποίων 51 που δέχθηκαν σοβαρές επιθέσεις και κατέληξαν σε νοσοκομείο. Όπως καταγράφεται, οι επιτιθέμενοι κινούνται σε ομάδες, συχνά φορούν σκουρόχρωμα ρούχα και έχουν καλυμμένα τα πρόσωπά τους με μαντήλια ή κράνη. Σε κάποιες περιπτώσεις, η επίθεση γίνεται με μοτοσικλέτες, συνήθως με μαχαίρια ή σπασμένα μπουκάλια και, σε ορισμένα περιστατικά, την επίθεση ακολουθεί ληστεία των θυμάτων.&lt;/p&gt;&#xD;
&lt;p style="color: rgb(102, 102, 102); font-family: Verdana, Arial, Helvetica, sans-serif; font-size: 11px; line-height: 15px; "&gt;Όπως διαπιστώνεται, τα θύματα των επιθέσεων αποθαρρύνονται από τις αστυνομικές αρχές να καταγγείλουν τις επιθέσεις, με το επιχείρημα ότι είναι μάταιη η κίνηση έρευνας, εάν τα θύματα δεν είναι σε θέση να αναγνωρίσουν τους δράστες, ενώ σε αρκετές περιπτώσεις η αστυνομία ενημερώνει τα θύματα- που μπορεί να είναι και παράνομα διαμένοντες αλλοδαποί- ότι, εάν προβούν σε καταγγελία, θα κρατηθούν.&lt;/p&gt;&#xD;
&lt;p style="color: rgb(102, 102, 102); font-family: Verdana, Arial, Helvetica, sans-serif; font-size: 11px; line-height: 15px; "&gt;Κατά την παρουσία της έκθεσης υπογραμμίστηκε ότι, ενώ το 2006 υπήρξε εγκύκλιος του υπουργείου Προστασίας του Πολίτη ώστε να αποδίδεται ιδιαίτερη προσοχή στα ρατσιστικά εγκλήματα, κάτι τέτοιο δεν έγινε ποτέ από την πλευρά της αστυνομίας. Εξίσου, η νομοθέτηση των ρατσιστικών εγκλημάτων από το υπουργείο Δικαιοσύνης, το 2008, δεν έχει οδηγήσει μέχρι σήμερα σε καμία καταδίκη για ρατσιστικό έγκλημα. Η δίκη- ορόσημο δυο ανδρών και μιας γυναίκας, που κατηγορούνται για επίθεση με μαχαίρι εναντίον του Αφγανού Άλι Ραχιμί, ξεκίνησε τον Σεπτέμβριο 2011, έχει πάρει έξι αναβολές και έχει αναβληθεί εκ νέου για τον Σεπτέμβριο. Στην υπόθεση, παραμένει αδιευκρίνιστο κατά πόσον ο εισαγγελέας προτίθεται να εισηγηθεί την επιβολή της ανώτατης προβλεπόμενης ποινής για την ύπαρξη ρατσιστικού κινήτρου.&lt;/p&gt;&#xD;
&lt;p style="color: rgb(102, 102, 102); font-family: Verdana, Arial, Helvetica, sans-serif; font-size: 11px; line-height: 15px; "&gt;Όπως σημειώνεται στην έκθεση, παρότι δεν υπάρχουν γνωστές αναλύσεις της αστυνομίας ή δικαστικές αποφάσεις που να συσχετίζουν ομάδες πολιτών ή τη Χρυσή Αυγή με όσους εξαπολύουν βίαιες επιθέσεις κατά αλλοδαπών, υπάρχουν στοιχεία που υποδεικνύουν ότι οι δράστες είναι μέλη συγκεκριμένων ομάδων που συνδέονται με το νεοκλεγέν στη Βουλή κόμμα.&lt;/p&gt;&#xD;
&lt;p style="color: rgb(102, 102, 102); font-family: Verdana, Arial, Helvetica, sans-serif; font-size: 11px; line-height: 15px; "&gt;Για παράδειγμα, η συγκατηγορούμενη στην επίθεση κατά του Άλι Ραχιμί ήταν υποψήφια, με ψηφοδέλτιο της Χρυσής Αυγής.&lt;/p&gt;&#xD;
&lt;p style="color: rgb(102, 102, 102); font-family: Verdana, Arial, Helvetica, sans-serif; font-size: 11px; line-height: 15px; "&gt;Τα επίσημα στατιστικά στοιχεία για τα εγκλήματα μίσους είναι παντελώς αναξιόπιστα, διαπιστώνει η Human Rights Watch και καλεί τα ευρωπαϊκά θεσμικά όργανα να αναλύσουν διεξοδικά το φαινόμενο της ξενοφοβικής βίας στην Ελλάδα και να παράσχουν οικονομική και τεχνική βοήθεια στη χώρα, προκειμένου να αντιμετωπίσει το πρόβλημα. Ο εμπειρογνώμων της Human Rights Watch, Γιαν Έγκελαντ επισήμανε ότι, στον προγραμματισμό της οργάνωσης περιλαμβάνονται συναντήσεις με τους υπουργούς Δικαιοσύνης, Δημόσιας Τάξης, Εξωτερικών, με το συλλογικό όργανο των Ελλήνων Εισαγγελέων, τις αντιπροσωπείες της ΕΕ στην Ελλάδα και τους αρμοδίους στις Βρυξέλλες, προκειμένου να ενημερώσει για τον ανησυχητικό βαθμό συστηματικής παραβίασης των δικαιωμάτων ευάλωτων ομάδων, που υποφέρουν, ιδιαιτέρως σε περίοδο ύφεσης.&lt;/p&gt;&#xD;
&lt;p style="color: rgb(102, 102, 102); font-family: Verdana, Arial, Helvetica, sans-serif; font-size: 11px; line-height: 15px; "&gt;&amp;laquo;Στόχος μας&amp;raquo; τόνισε &amp;laquo;είναι να κάνουμε το σύστημα της αστυνομίας και της δικαιοσύνης να λειτουργήσει όπως πρέπει&amp;raquo;. Γι αυτό &amp;laquo;χρειάζεται εκπαίδευση και επιμόρφωση των αστυνομικών, των Εισαγγελέων στη σχετική ευρωπαϊκή και διεθνή νομοθεσία, σύστημα καταγραφής των περιστατικών, δυνατότητα των θυμάτων να έχουν πρόσβαση στο σύστημα Δικαιοσύνης&amp;raquo;. Και πρόσθεσε: &amp;laquo;Η κριτική χωρίς την προσφορά τεχνικής και οικονομικής βοήθειας δεν αποδίδει. Το σύστημα πρέπει να ενδυναμωθεί, για να αντιμετωπίσει τα περιστατικά ρατσιστικής βίας&amp;raquo;.&lt;/p&gt;&#xD;
&lt;p style="color: rgb(102, 102, 102); font-family: Verdana, Arial, Helvetica, sans-serif; font-size: 11px; line-height: 15px; "&gt;Τόσο η κ. Σάδερλαντ όσο και ο κ. Έγκελαντ, υποστήριξαν ότι θα πρέπει να προβληματιστεί η πολιτική τάξη για την ιδιαιτέρως ξενοφοβική κουλτούρα που έχει αναπτυχθεί στην κοινωνία.&lt;/p&gt;&#xD;
&lt;p style="color: rgb(102, 102, 102); font-family: Verdana, Arial, Helvetica, sans-serif; font-size: 11px; line-height: 15px; "&gt;Και ο κ. Έγκελαντ κατέληξε: &amp;laquo;Η ΕΕ πρέπει να αντιμετωπίσει ό,τι συμβαίνει στην Ελλάδα, ως ευρωπαϊκή κρίση. Στη Νορβηγία, ανακοινώθηκε ότι δημιουργείται ασπίδα για να μην μπαίνουν οι ξένοι στη χώρα. Όμως, υποχρέωση της ΕΕ είναι να διασφαλίσει ότι όποιος φθάνει στο έδαφός της πρέπει να αντιμετωπιστεί με τα ίδια κριτήρια που αντιμετωπίζονται οι Ευρωπαίοι πολίτες. Θέλουμε να δείξουμε στην Ελλάδα και την Ευρωπαϊκή Ένωση πόσο σημαντικό είναι, σε περίοδο οικονομικής κρίσης, να υπερασπιστούν τα ανθρώπινα δικαιώματα και, ειδικά, στις περιπτώσεις ρατσιστικών εγκλημάτων&amp;raquo;.&lt;/p&gt;</description>

      <title>i-RED Ετήσια Έκθεση 2011</title>

	FOREWORD&lt;/div&gt;&#xD;
&lt;div&gt;&#xD;
	In the fourth year of operation i-RED entered a new phase of research and intervention. A notable number of research products performed in the past years by i-RED were published in 2011. Research topics ranged from racism and xenophobia to unaccompanied minors and diversity in the workplace.&lt;/div&gt;&#xD;
&lt;div&gt;&#xD;
	An unprecedented acute financial crisis has hit for the third consecutive year Greece and Europe leading to negative stereotyping, widespread xenophobic and hate speech, while physical racist violence has been more frequent and more dangerous, organised by extremist groups, but tolerated by the police and majority.&lt;/div&gt;&#xD;
&lt;div&gt;&#xD;
	Most and foremost, in 2011 we were honoured to lead and to launch, the RED Network Combating Racism &amp;amp; Xenophobia through EU co-funding and with the efforts of 18 organisations in 17 Member States. Since early 2011 the RED Network has been working hard on the RED Early Warning System and Atlas of Racism and Discrimination, to go public on the RED portal by March 2012.&lt;/div&gt;&#xD;
&lt;div&gt;&#xD;
	A series of key RAXEN reports (by HLHR-KEMO/i-RED) were published in 2011. They do represent a wide range of reporting activity in Greece on issues of racism, and discrimination against minorities and the situation regarding equality and integration.&lt;/div&gt;&#xD;
&lt;div&gt;&#xD;
	A new website for i-RED offered us the capacity of dealing with more information and providing more interesting and user friendly interface for the research, the events and the work of i-RED and of important EU bodies and international institutions.&lt;/div&gt;&#xD;
&lt;div&gt;&#xD;
	As each year, i-RED has made efforts in promoting at EU level, research and policies on fundamental rights, through networking, supporting migrants and minorities and through public intervention and communication.&lt;/div&gt;&#xD;
&lt;div&gt;&#xD;
	This is one more Annual Report published in times of heavy economic crisis in Greece in a situation where the latter brings down decades of social rights as breaking through a glass door and leads to serious threats of social implosion, rupture of social cohesion, clashes and loss of political and democratic orientation to the respect of human rights. The increase of racist violence, as well as of the widespread and diffused aggressive xenophobic and anit-migrant/anti-minority hate speech, constitute the fertile ground for the rapid rise of violent far-right wing groups and representatives into the centre of the political arena and threaten the very democratic debate and confrontation based on reliable scientific and factual data and documented arguments. This occurs In a vacuum of rights&amp;rsquo; oriented policies and solutions to the serious economic and political shortcomings, urging us to an even more demanding research and public intervention role.&lt;/div&gt;&#xD;
&lt;div&gt;&#xD;
	Once more i-RED affirms its committment to contribute reliable and documented research findings to the public sphere and therefore to promote productive and inclusive societies which are based on knowledge and reliable information, mutual respect and solidarity and have no fear for the future.&lt;/div&gt;</description>

      <title>RED Annual Report 2011</title>

	&lt;p&gt;In times of unprecedented social, political and economic crisis of the last 70 years, acute racist hate&lt;br /&gt;&#xD;
	crimes and attitudes in Europe constitute major threats to social cohesion and equality. The developments&lt;br /&gt;&#xD;
	regarding the diffusion of stereotypes, hate speech and political discourse of generalisations risk to&lt;br /&gt;&#xD;
	inflame an already explosive landscape of intolerance, xenophobia and discrimination.&lt;/p&gt;&#xD;
	&lt;p&gt;The acute economic crisis and the collapse of the European social model threaten to render stereotypes,&lt;br /&gt;&#xD;
	demonisation, hate and intolerance against minorities widespread and commonly accepted by a wide&lt;br /&gt;&#xD;
	range of social subjects and in the public sphere. Such phenomena seriously endanger the social cohesion&lt;br /&gt;&#xD;
	and democratic living together of imploding local and national societies under the weight of an unravelling&lt;br /&gt;&#xD;
	and devastating economic crisis and fear.&lt;br /&gt;&#xD;
	In this landscape, the RED Network has developed and publishes today the RED Early Warning System&lt;br /&gt;&#xD;
	and The Atlas of Racism, Equality and Discrimination, a unique monitoring on line tool that is powerful,&lt;br /&gt;&#xD;
	empowering and independent. It is highly interactive, visual and customizable to the needs of the user.&lt;br /&gt;&#xD;
	This effort started in 2010 and was co-funded by the EU in 2011. It is a design initiated by the Greek&lt;br /&gt;&#xD;
	Institute for Rights Equality &amp;amp; Diversity (i-RED) and co-developed by 17 research partners in 17 member&lt;br /&gt;&#xD;
	states of the RED Network. The work of 50+ experts in these EU countries stands behind the on line RED&lt;br /&gt;&#xD;
	portal and its significant amount of information and content. Despite this being a collective effort, at this&lt;br /&gt;&#xD;
	first implementation of the RED System, at the end of the day each one of the national partners &amp;ndash;&lt;br /&gt;&#xD;
	specialist research institutions in each country - is responsible for the information input regarding their&lt;br /&gt;&#xD;
	own national context.&lt;/p&gt;&#xD;
	&lt;p&gt;&lt;br /&gt;&#xD;
	We believe in the power and the potential of RED Early Warning System and the Atlas of Racism, Equality&lt;br /&gt;&#xD;
	&amp;amp; Discrimination and we hope that it will help improve monitoring and reporting on racism and&lt;br /&gt;&#xD;
	discrimination in EU countries, while providing the tools for raising awareness and knowledge on the real&lt;br /&gt;&#xD;
	and effective situation on these phenomena in our continent.&lt;/p&gt;&#xD;

&lt;p&gt;Blatant racism continues to blight the life of Europe&amp;rsquo;s Roma people, who remain far behind other communities, according to a new report published today.&lt;/p&gt;&#xD;
&lt;div&gt;&#xD;
	&lt;p&gt;The 47 state, 254 page survey confirms that Roma and Travellers are still denied basic human rights. They remain far behind others in education, employment, access to decent housing and health. Their average life span is shorter and infant mortality rates are higher compared to other groups.&lt;/p&gt;&#xD;
	&lt;p&gt;&amp;ldquo;I hope the report will encourage a constructive discussion about policies towards Roma and Travellers in Europe, focusing on what must be done in order to put an end to the discrimination and marginalisation they suffer and to foster their social inclusion,&amp;rdquo; said the Commissioner for Human Rights, releasing the report &amp;lsquo;Human rights of Roma and Travellers in Europe.&amp;rsquo;&lt;/p&gt;&#xD;
	&lt;p&gt;Hammarberg also recommends that truth commissions be created &amp;ndash; ideally as a Europe-wide undertaking &amp;ndash; to establish the historical facts concerning the atrocities committed against the Roma people.&lt;/p&gt;&#xD;
	&lt;p&gt;The report is the first overview of the human rights situation of Roma and Travellers in all 47 member states of the Council of Europe. The Roma and related minority communities constitute Europe&amp;rsquo;s largest and most vulnerable minority.&lt;/p&gt;&#xD;
	&lt;p&gt;Hammarberg&amp;rsquo;s report reveals that anti-Gypsyism continues to be widespread. Public leaders, media, and extremist groups who are active on the Internet have overly singled-out Roma and Travellers for hate speech. In some cases, these words have been understood as encouraging violent action.&lt;/p&gt;&#xD;
	&lt;p&gt;&amp;ldquo;This feeds the cycle of disadvantage, exclusion, segregation and marginalisation,&amp;rdquo; he declares.&lt;/p&gt;&#xD;
	&lt;p&gt;The thematic report focuses on anti-Gypsyism, racially motivated violence, conduct of law enforcement and judicial authorities, forced sterilisations, removal of children from the care of their biological parents, economic and social rights, statelessness and freedom of movement.&lt;/p&gt;&#xD;
	&lt;p&gt;Hammarberg states: &amp;ldquo;The problem of statelessness and lack of personal documentation for thousands of Roma in Europe is one of the issues which must be urgently addressed with determination, as these persons are deprived of basic rights such as education, healthcare, social assistance and the right to vote.&amp;rdquo;&lt;/p&gt;&#xD;
	&lt;p&gt;The commissioner proposes measures to be taken by governments to bring an end to the discrimination. These include the provision of targeted training to the police to prevent misconduct, desegregating schools and improving the quality of education received by Roma and Traveller children.&lt;/p&gt;&#xD;

	Η οδηγία για τη φυλετική ισότητα (2000/43/EΚ), που εγκρίθηκε το 2000, επέφερε σημαντικές αλλαγές στον τρόπο με τον οποίο καταπολεμούνται οι φυλετικές διακρίσεις στην Ευρωπαϊκή Ένωση. Πριν την έγκριση της οδηγίας, ελάχιστα κράτη μέλη της ΕΕ διέθεταν λεπτομερείς νόμους και μηχανισμούς για την εφαρμογή της απαγόρευσης των φυλετικών διακρίσεων.       <description>&lt;p&gt;&lt;span style="font-family: arial, helvetica, sans-serif; font-size: 13px; "&gt;Στρασβούργο, 10.1.2012 &amp;ndash;&amp;nbsp;&lt;/span&gt;&lt;span style="color: rgb(0, 0, 0); font-family: 'Arial Greek', GrHelvetica, Helvetica, Tahoma, Arial; line-height: normal; "&gt;Σε συνέχεια της Δημόσιας Δήλωσης της, που αναγκάσθηκε να κάνει τον Μάρτιο του 2011 εναντίον της Ελλάδος, για την έλλειψη δράσης, στους τομείς βελτίωσης των συνθηκών κράτησης των μεταναστών και καλυτέρευσης της διαβίωσης των κρατουμένων στις ελληνικές φυλακές, η Επιτροπή του Συμβουλίου της Ευρώπης για την Πρόληψη των Βασανιστηρίων και της Απάνθρωπης ή Ταπεινωτικής Μεταχείρισης ή Τιμωρίας (CPT), δίνει σήμερα στη δημοσιότητα, έκθεση 54 σελίδων, σχετικά με την κατάσταση που επικρατεί στις φυλακές και στα κέντρα κράτησης στην Ελλάδα.&lt;/span&gt;&lt;/p&gt;&#xD;
&lt;p style="color: rgb(0, 0, 0); font-family: 'Arial Greek', GrHelvetica, Helvetica, Tahoma, Arial; line-height: normal; "&gt;Στην έκθεση αναφέρονται πολλές λεπτομέρειες για τις απαράδεκτες - όπως χαρακτηρίζονται - συνθήκες κράτησης και διαβίωσης των λαθρομεταναστών και των κρατουμένων στις ελληνικές φυλακές και απευθύνονται προς τις ελληνικές αρχές, έντονες συστάσεις για την βελτίωση αυτής της κατάστασης που, όπως σημειώνεται, βρίσκεται σε επίπεδα χειρότερα απ&amp;#39; εκείνα του 1997.&lt;/p&gt;&#xD;
&lt;p style="color: rgb(0, 0, 0); font-family: 'Arial Greek', GrHelvetica, Helvetica, Tahoma, Arial; line-height: normal; "&gt;Η Επιτροπή διαπιστώνει ότι, παράνομοι μετανάστες κρατούνται στην Ελλάδα για εβδομάδες ή και μήνες, σε πολύ κακώς επιπλωμένα, μη αεριζόμενα και μη διαθέτοντα επαρκή φωτισμό κελιά, χωρίς τη δυνατότητα προαυλισμού, ενώ τονίζει ότι, οι ελληνικές αρχές δεν τήρησαν τις δεσμεύσεις τους, ότι θα βελτιώσουν τις συνθήκες κράτησης παράνομων μεταναστών και ότι, επιπλέον, οι παράνομοι μετανάστες δεν θα κρατούνται σε αστυνομικά τμήματα και συνοριακούς σταθμούς φύλαξης.&lt;/p&gt;&#xD;
&lt;p style="color: rgb(0, 0, 0); font-family: 'Arial Greek', GrHelvetica, Helvetica, Tahoma, Arial; line-height: normal; "&gt;Ακόμη και σήμερα, υπογραμμίζεται, αστυνομία και μεθοριακοί σταθμοί φύλαξης εξακολουθούν να κρατούν όλο και μεγαλύτερο αριθμό παράνομων μεταναστών, σε ακόμη χειρότερες συνθήκες.&lt;/p&gt;&#xD;
&lt;p style="color: rgb(0, 0, 0); font-family: 'Arial Greek', GrHelvetica, Helvetica, Tahoma, Arial; line-height: normal; "&gt;Για παράδειγμα, αναφέρει η Επιτροπή, στην αστυνομία του Σουφλίου και στους συνοριακούς σταθμούς στην περιοχή του Έβρου διαπιστώθηκε ότι υπήρχαν 146 παράνομοι μετανάστες στριμωγμένοι σε ένα δωμάτιο 110 τ.μ., χωρίς να έχουν πρόσβαση σε υπαίθρια άσκηση ή οποιαδήποτε άλλη δυνατότητα να μετακινούνται και με μόνο μία τουαλέτα και ένα ντους. Γυναίκες κρατούνταν μαζί με τους άνδρες και οι κρατούμενοι δεν είχαν το δικαίωμα να αλλάξουν τα ρούχα τους.&lt;/p&gt;&#xD;
&lt;p style="color: rgb(0, 0, 0); font-family: 'Arial Greek', GrHelvetica, Helvetica, Tahoma, Arial; line-height: normal; "&gt;Για την κατάσταση στις ελληνικές φυλακές τονίζει ότι, δεν υπάρχει στρατηγικό σχέδιο για τη διαχείρισή τους, με αποτέλεσμα οι κρατούμενοι να στερούνται της προσφοράς υπηρεσιών υγείας και υγιεινής.&lt;/p&gt;&#xD;
&lt;p style="color: rgb(0, 0, 0); font-family: 'Arial Greek', GrHelvetica, Helvetica, Tahoma, Arial; line-height: normal; "&gt;Όπως λειτουργεί, το σωφρονιστικό σύστημα στην Ελλάδα δεν είναι σε θέση να παράσχει ασφαλή φύλαξη των κρατουμένων, ενώ στις φυλακές της χώρας εφαρμόζεται η πρακτική της &amp;laquo;αποθήκευσης&amp;raquo; κρατουμένων. Ιδιαίτερα ανησυχητικές βρίσκει η Επιτροπή τις συνθήκες στις φυλακές Άμφισσας και Κορυδαλλού αλλά και στην καινούργια φυλακή του Δομοκού.&lt;/p&gt;&#xD;
&lt;p style="color: rgb(0, 0, 0); font-family: 'Arial Greek', GrHelvetica, Helvetica, Tahoma, Arial; line-height: normal; "&gt;Στη έκθεσή της, ωστόσο, η CPT αναγνωρίζει πλήρως την πρόκληση που αντιμετωπίζει η Ελλάδα, με το να αντιμετωπίζει μια σταθερή εισροή παράνομων μεταναστών τα τελευταία χρόνια, και σημειώνει ότι είναι εξαιρετικά απίθανο αυτή η εισροή να μειωθεί στο εγγύς μέλλον.&lt;/p&gt;&#xD;

      <title>RAXEN Thematic Study: Racist and related hate crimes in the EU - Greece (clone)</title>

	Trends of racist and hate crimes The most notable trend in 2009-2010 is the rise of racist violence and a qualitative shift to Islamophobic crime by extremist groups against migrants and refugees from Middle East and Africa especially in the centre of Athens.&lt;/div&gt;&#xD;
&lt;div&gt;&#xD;
	&amp;nbsp;&lt;/div&gt;&#xD;
&lt;div&gt;&#xD;
	 Migrants and refugees from Middle East, Pakistan, Afghanistan, appear to become the main target of racist attacks, instead of Albanian migrants, who had been the most frequent victims for the last 20 years.1 It goes noted that, since March 2010, migrants living in Greece for many years have improved access to citizenship and political rights, therefore leading to a more clear distinction between long time migrants and newcomers.&lt;/div&gt;&#xD;
&lt;div&gt;&#xD;
	&amp;nbsp;&lt;/div&gt;&#xD;
&lt;div&gt;&#xD;
	 Public officials, police officers, coast guards, are among the most frequently reported alleged perpetrator groups throughout the years 2007-2010. However, in the first half of 2010 almost no&amp;nbsp;police officer was reported as perpetrator, which is probably linked to the firm stance and policy initiatives of the competent Ministry.&lt;/div&gt;&#xD;
&lt;div&gt;&#xD;
	&amp;nbsp;&lt;/div&gt;&#xD;
&lt;div&gt;&#xD;
	 Anti-Semitic hate speech has increased and marks a period in which Greek courts acquitted a blatantly anti-Semitic author in a hate speech case that received much public attention.&lt;/div&gt;&#xD;
&lt;div&gt;&#xD;
	&amp;nbsp;&lt;/div&gt;&#xD;
&lt;div&gt;&#xD;
	 There is a net increase of incidents in Crete in the last years and especially in 2010.&lt;/div&gt;&#xD;
&lt;div&gt;&#xD;
	&amp;nbsp;&lt;/div&gt;&#xD;
&lt;div&gt;&#xD;
	 Most incidents take place in urban open city spaces (squares, streets) and in the historical centre of Athens. The situation in this area of the capital and the related incidents received most media, political and public attention in 2009-2010. Since 2008, a xenophobic and sometimes Islamophobic debate about the Athens centre provided fertile ground for the rise and increase of attacks by far-right extremist against migrants and refugees.&lt;/div&gt;&#xD;
&lt;div&gt;&#xD;
	&amp;nbsp;&lt;/div&gt;&#xD;
&lt;div&gt;&#xD;
	 ECRI and CERD in their 2009 reports urge the Greek authorities to ensure the enforcement of Law 927/1979 in the matters of media and political discourse.&lt;/div&gt;&#xD;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;</description>

      <title>RAXEN Thematic Study: The asylum-seekers’ perspective - Greece</title>

	During the last years a heated discussion emerged on the historical centre of Athens as a &amp;iexcl;&amp;yen;ghetto&amp;iexcl;&amp;brvbar; inhabited mainly by irregular immigrants and presumably degraded by criminality linked to ethnic groups. This widely diffused discourse, often built around stereotypes and misrepresentation of migrants and refugees, challenged the RAXEN NFP in surveying the perspective of the asylum seekers (a/s) living independently in the centre of Athens.&lt;/div&gt;&#xD;
&lt;div&gt;&#xD;
	&amp;nbsp;&lt;/div&gt;&#xD;
&lt;div&gt;&#xD;
	The most striking finding of the survey is that the asylum system in Greece as described by the asylum seekers appears to be almost inexistent, or at least far less than what is provided by national and EU law provisions.&lt;/div&gt;&#xD;
&lt;div&gt;&#xD;
	&amp;nbsp;&lt;/div&gt;&#xD;
&lt;div&gt;&#xD;
	Results were an eye-opener in revealing stories of disrespect and violation of rights, but also of resilience and of a very shaky, insecure, nevertheless enduring hope for asylum and fundamental rights protection.&lt;/div&gt;&#xD;
&lt;div&gt;&#xD;
	&amp;nbsp;&lt;/div&gt;&#xD;
&lt;div&gt;&#xD;
	The main patterns emerging from focus group discussions irrespective of gender, age or nationality are as follows:&lt;/div&gt;&#xD;
&lt;ul&gt;&#xD;
	&lt;li&gt;There is a shocking absence of information either in early or later stages of an asylum application. As a result asylum seekers are not aware of their rights and obligations. Some asylum seekers ignored or misunderstood their status and time limits.&lt;/li&gt;&#xD;
	&lt;li&gt;None of the 49 persons interviewed for this survey have never had an interview by the authorities on their asylum claim. Only one of the interviewed asylum seekers whose application have been rejected in the first instance did participate to a non-completed hearing once.&lt;/li&gt;&#xD;

      <title>Racism in sport in Greece</title>

	&lt;em&gt;&lt;strong&gt;The political and social context is marked by&lt;/strong&gt;&lt;/em&gt;:&lt;/div&gt;&#xD;
&lt;div&gt;&#xD;
	&amp;nbsp;&lt;/div&gt;&#xD;
&lt;div&gt;&#xD;
	 Lack of awareness or downplaying of racism in sport. The most characteristic aspects of the situation with respect to racism and discrimination are the low level of awareness, the minimisation and downplaying or pure ignorance of the problem. Racism is often debated in the public sphere, especially in printed media. Paradoxically however, media publications mainly refer to racism in football in other European countries. Greece is considered to be immune to such phenomena and certainly not suffering from them like other countries.&lt;/div&gt;&#xD;
&lt;div&gt;&#xD;
	&amp;nbsp;&lt;/div&gt;&#xD;
&lt;div&gt;&#xD;
	 Negative public attitudes towards migrants and minorities. All types of discrimination are perceived as widespread. This is especially true for discrimination on the basis of ethnic origin.&lt;/div&gt;&#xD;
&lt;div&gt;&#xD;
	&amp;nbsp;&lt;/div&gt;&#xD;
&lt;div&gt;&#xD;
	 Inefficient anti-discrimination policies. There is no racist crime, recognised as such, related to sport. This is a direct consequence of the fact that no violent incident has ever been prosecuted as such or judged as such by any court. Among the very few discrimination cases reaching the only efficiently operating equality body within the field of the anti-discrimination law - the Greek Ombudsman - none concerns discrimination in sport.&lt;/div&gt;&#xD;
&lt;div&gt;&#xD;
	&amp;nbsp;&lt;/div&gt;&#xD;
&lt;div&gt;&#xD;
	 Migration and citizenship policies&amp;rsquo; shortcomings. Legislation regarding migration and integration of immigrants suffers shortcomings in allowing a functional residence permit system and in promoting and guaranteeing equal participation and integration of long-term residing migrants. There is no specific path towards naturalisation/citizenship for second and third generation of immigrants.&lt;/div&gt;&#xD;
&lt;div&gt;&#xD;
	&amp;nbsp;&lt;/div&gt;&#xD;
&lt;div&gt;&#xD;
	&lt;em&gt;&lt;strong&gt;Racist incidents&lt;/strong&gt;&lt;/em&gt;&lt;/div&gt;&#xD;
&lt;div&gt;&#xD;
	&amp;nbsp;&lt;/div&gt;&#xD;
&lt;div&gt;&#xD;
	 The absence of any statistical information is attributed to the absence of recording and recognising racist violence incidents as such, which echoes the police culture reluctant to investigate and prosecute racist crime.&lt;/div&gt;&#xD;
&lt;div&gt;&#xD;
	&amp;nbsp;&lt;/div&gt;&#xD;
&lt;div&gt;&#xD;
	&amp;nbsp;Common types of racist incident are one, verbal insults or mocking and banners against athletes and/or fans on the basis of either ethnic or racial origin, and two, verbal and physical violent attacks on specific ethnic groups of fans triggered by sport events involving foreign athletes and/or teams.&lt;/div&gt;&#xD;
&lt;div&gt;&#xD;
	&amp;nbsp;&lt;/div&gt;&#xD;
&lt;div&gt;&#xD;
	&lt;div&gt;&#xD;
		 The most affected by racist violence are third country nationals of neighbouring countries, such as Albania and Turkey. African or Afro-Greek athletes and fans are also frequently subject to verbal violence and insults for their racial origin and the colour of their skin.&lt;/div&gt;&#xD;
	&lt;div&gt;&#xD;
		&amp;nbsp;&lt;/div&gt;&#xD;
	&lt;div&gt;&#xD;
		 Extreme right wing groups, present inside and outside the stadiums have used sport, in particular football, in order to reach out to and recruit young people and wider public on the basis of commonly accepted nationalist and/or ethnocentric rhetoric schemes and discourses. This is true especially since the late 1990s. Their major presence has been recorded during the years of successful international presence of the Greek national football team. Their effort was to build and promote their ideological views on the widespread national euphoria.&lt;/div&gt;&#xD;
	&lt;div&gt;&#xD;
		&amp;nbsp;&lt;/div&gt;&#xD;
	&lt;div&gt;&#xD;
		 The most serious racist incidents are the generalised violence against Albanians and migrants that occurred after victories and defeats of the Greek national football and basketball teams. (Euro2004 victory, losing to Albania in World Cup Qualification match in 2004, and the Basketball World Championship final 2006.)&lt;/div&gt;&#xD;
	&lt;div&gt;&#xD;
		&amp;nbsp;&lt;/div&gt;&#xD;
	&lt;div&gt;&#xD;
		&lt;div&gt;&#xD;
			&lt;em&gt;&lt;strong&gt;Structural discrimination&lt;/strong&gt;&lt;/em&gt;&lt;/div&gt;&#xD;
		&lt;div&gt;&#xD;
			&amp;nbsp;&lt;/div&gt;&#xD;
		&lt;div&gt;&#xD;
			 Common form of structural discrimination in all sports is the disproportionate under-representation of migrants and minorities in all sports.&lt;/div&gt;&#xD;
		&lt;div&gt;&#xD;
			&amp;nbsp;&lt;/div&gt;&#xD;
		&lt;div&gt;&#xD;
			 In all three major sports participation of foreign nationals as athletes is forbidden at amateur level, or subject to extremely restrictive rules.&lt;/div&gt;&#xD;
		&lt;div&gt;&#xD;
			&amp;nbsp;&lt;/div&gt;&#xD;
		&lt;div&gt;&#xD;
			 There are de jure and de facto limitations to participate because of the fear of victimisation, and on the basis of sport regulations and restrictions that aim at promoting athletes of Greek origin.&lt;/div&gt;&#xD;
		&lt;div&gt;&#xD;
			&amp;nbsp;&lt;/div&gt;&#xD;
		&lt;div&gt;&#xD;
			&amp;nbsp;&lt;/div&gt;&#xD;
		&lt;div&gt;&#xD;
			&lt;div&gt;&#xD;
				&lt;em&gt;&lt;strong&gt;Regulations and good practice&lt;/strong&gt;&lt;/em&gt;&lt;/div&gt;&#xD;
			&lt;div&gt;&#xD;
				&amp;nbsp;&lt;/div&gt;&#xD;
			&lt;div&gt;&#xD;
				 There are no specific national regulations preventing racism and xenophobia in sports. The general anti-discrimination legislation is applicable, although no relevant case has ever been handled by a court or an Equality Body. The inefficiency and lack of independence of competent Equality Bodies are also reflected in sport.&lt;/div&gt;&#xD;
			&lt;div&gt;&#xD;
				&amp;nbsp;&lt;/div&gt;&#xD;
			&lt;div&gt;&#xD;
				&lt;div&gt;&#xD;
					&amp;nbsp; The only specific anti-racist rules and sanctions are provided by the Football Federation&amp;iexcl;&amp;brvbar;s Disciplinary Code, recently amended in order to comply with FIFA regulations. However, the Greek Federation chose not to fully harmonise its regulations as suggested by FIFA. It also included alleviating clauses allowing the effective non imposition of fines under exonerative circumstances.&lt;/div&gt;&#xD;
				&lt;div&gt;&#xD;
					&amp;nbsp;&lt;/div&gt;&#xD;
				&lt;div&gt;&#xD;
					&amp;nbsp; Regarding the very few examples of good practices, they are sporadic (usually one-off events), unsustainable and celebratory in character. They hardly meet any of the criteria used to define a good practice.&lt;/div&gt;&#xD;

	&lt;/div&gt;&#xD;

      <title>RAXEN Annual Report 2006</title>

	&lt;li&gt;There are extremely few discrimination cases within the field of the anti-discrimination law. These are handled by the Greek Ombudsman, which seems to be the only fully operative Equality Body in Greece.&lt;/li&gt;&#xD;
	&lt;li&gt;There is no official case of racist violence and crime, although violence against immigrants and minorities, in many cases done by the police officers, is a reality.&lt;/li&gt;&#xD;
	&lt;li&gt;The above depict a landscape of a problematic implementation of anti-racist and anti-discrimination laws, due to institutional shortcomings and underlying attitudes.&lt;/li&gt;&#xD;
	&lt;li&gt;&#xD;
		&lt;div&gt;&#xD;
			Nevertheless, a number of innovative legislative initiatives in 2006, especially in regard to religious freedom, have reformed deeply rooted discrimination practices (abolition of the pre-Second World War law on approval procedures for worship places, the new law on cremation, establishment of the immigrants&amp;iexcl;&amp;brvbar; councils in some municipalities)&lt;/div&gt;&#xD;
	&lt;/li&gt;&#xD;
	&lt;li&gt;&#xD;
		&lt;div&gt;&#xD;
			There is no data available on the litigation cases before the court in discrimination matters and on the basis of the anti-discrimination law.&lt;/div&gt;&#xD;
	&lt;/li&gt;&#xD;
	&lt;li&gt;&#xD;
		&lt;div&gt;&#xD;
			The Equal Treatment Committee, annexed to the Justice Minister, is suffering from resource and staff constraints and is not conforming to the Paris principles of independence and transparency. Up to date it has handled only one case in 2005 - the final outcome of which has not been notified - and it is currently handling two cases. Its first report to the competent Justice Minister has not been made publicly available.&lt;/div&gt;&#xD;
	&lt;/li&gt;&#xD;
	&lt;li&gt;&#xD;
		&lt;div&gt;&#xD;
			The Labour Inspection Body, responsible for discrimination in employment, up to date has not encountered nor handled any case whatsoever.&lt;/div&gt;&#xD;
	&lt;/li&gt;&#xD;
	&lt;li&gt;&#xD;
		&lt;div&gt;&#xD;
			The Greek Ombudsman, in its first Annual Report as Equality Body, indicates the following among the main factors underlying the present situation:&lt;/div&gt;&#xD;
		&lt;div&gt;&#xD;
			a) Absence or low level of awareness among the large public and within the administration staff about anti-discrimination legislation&lt;/div&gt;&#xD;
		&lt;div&gt;&#xD;
			b) Reconciliatory role of equality bodies instead of an active and pro-active one in supporting victims, as well as the non conformity of all the Equality Bodies to the Paris Principles.&lt;/div&gt;&#xD;
		&lt;div&gt;&#xD;
			c) The shift of the burden of proof is implemented solely by repetition of the exact wording of the directives, failing to introduce any new legal and judicial procedures for individual cases&lt;/div&gt;&#xD;
	&lt;/li&gt;&#xD;
&lt;/ul&gt;&#xD;
&lt;div style="margin-left: 120px; "&gt;&#xD;
	d) The &amp;lsquo;citizenship exception&amp;rsquo; - the general clause for exception from the regulatory field of law n.3304/2005 concerning discrimination due to citizenship against the third country nationals - constitutes a precondition for extensive discrimination against foreigners due to race or national origins. Access to provision of public services and to a number of fields of employment continues to be tied to Greek citizenship and ethnic origin.&lt;/div&gt;&#xD;
&lt;div&gt;&#xD;
	&lt;ul&gt;&#xD;
		&lt;li&gt;During 2006 the exclusion of immigrant workers from employment fields, and the slow and not-yet fully implemented transposition of the long term residence status directive, reflect an immigration policy that fails to pursue integration through employment as the Common basic Principles for Immigrants&amp;rsquo; Integration suggest.&lt;/li&gt;&#xD;
		&lt;li&gt;The Economic and Social Committee, in its Annual Report overview, recommended that a Committee should be founded in order to examine and advocate the amendment of all existing law provisions in force that introduce discrimination on the grounds of ethnic origin and citizenship, and that all Equality Body competences should be assigned to the Ombudsman, the latter being the only body capable of guaranteeing independence and efficiency of operation.&lt;/li&gt;&#xD;
		&lt;li&gt;As for education, 2006 is a starting year for a number of new EU-funded major school integration projects, which propose to design from scratch policy and tools for promoting integration of immigrants and minorities in education. The Roma children participation remains a major question to be dealt with by affronting systematically the Roma social exclusion in housing, social welfare and political participation.&lt;/li&gt;&#xD;
		&lt;li&gt;Almost half of the few discrimination cases handled by the Ombudsman were due to racial or ethnic origin, in their majority concerning Roma housing. The latter constitutes an emergency area of &amp;lsquo;institutionalised practices of discrimination&amp;rsquo;1, within which much tension, court litigations and intervention of international bodies were recorded.&lt;/li&gt;&#xD;
		&lt;li&gt;&amp;nbsp;The anti-racist criminal law has still not been tested in court and no racist crime has been recorded as such by the police and the judicial system. Yet certain recent significant initiatives indicate a net orientation towards improving the investigation of racist motivation and prosecuting such criminal activity.&lt;/li&gt;&#xD;
		&lt;li&gt;However, the available data on violent incidents against immigrants (including two murders) and minorities indicate a consolidated or increasing trend, while opinion polls and surveys indicate a justifying or tolerant attitude towards racist crime.&lt;/li&gt;&#xD;
	&lt;/ul&gt;&#xD;
&lt;/div&gt;&#xD;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;</description>

      <title>RAXEN Update of the Data Collection Report 2007</title>

&lt;div&gt;&#xD;
	 The end of 2007 was marked by a further escalation of violent incidents against immigrants in Greece. In their majority, the attacks targeted the new immigrant groups - Pakistani, Arab, African - and were performed by organised extreme-right wing groups. Although the latter do not identify themselves under a specific political umbrella, their attacks have obvious neo-Nazi characteristics and reveal racially motivated aggressiveness.&lt;/div&gt;&#xD;
&lt;div&gt;&#xD;
	&amp;nbsp;&lt;/div&gt;&#xD;
&lt;div&gt;&#xD;
	 The unofficially reported violent incidents against immigrants and minorities in 2007 were twice as frequent in relation to 2006. They were three times higher with respect to violence against migrants and refugees. These unofficial statistics do not take into account the 100 cases of ill-treatment and torture by cost guards against asylum seekers and migrants in the Aegean islands reported by the ProAsyl in late October.&lt;/div&gt;&#xD;
&lt;div&gt;&#xD;
	&amp;nbsp;&lt;/div&gt;&#xD;
&lt;div&gt;&#xD;
	 In the fifth 2007 case against Greece, the European Court of Human Rights judged that Greece violated article 14 of the European Convention of Human Rights regarding the investigation of discrimination in police brutality that caused miscarriage of a Roma woman.&lt;/div&gt;&#xD;

	&amp;nbsp;&lt;/div&gt;&#xD;

      <title>RAXEN Annual Data Collection Report - Greece</title>

&lt;div&gt;&#xD;
	&amp;nbsp;&lt;/div&gt;&#xD;
&lt;div&gt;&#xD;
	 2007 was a year of significant developments marked by the increase of occurrence and intensity of the cases of discrimination and racist violence, as well as by the increase of the amount of available data, almost exclusively coming from academic research and unofficial sources.&lt;/div&gt;&#xD;
&lt;div&gt;&#xD;
	&amp;nbsp;&lt;/div&gt;&#xD;
&lt;div&gt;&#xD;
	 The Ombudsman - one of the three existing Equality Bodies - reported an increase of discrimination cases (&amp;lsquo;almost doubled within a year&amp;rsquo;). A consistent number of complaints is judged unfounded due to the &amp;lsquo;citizenship exemption&amp;rsquo; and in line with the existing legislation that prioritises Greek citizens in access to employment and various professions.&lt;/div&gt;&#xD;
&lt;div&gt;&#xD;
	&amp;nbsp;&lt;/div&gt;&#xD;
&lt;div&gt;&#xD;
	 Three trials of a far-right representative and of an extreme right wing newspaper on charges of violation of the anti-racist law (n.927/79) for anti-Semitism and hate-speech against Jews and Roma constitute a major landmark in the application of the relevant legislation in Greece.&lt;/div&gt;&#xD;
&lt;div&gt;&#xD;
	&amp;nbsp;&lt;/div&gt;&#xD;
&lt;div&gt;&#xD;
	 The long term residence status legislation is practically not implemented and no such permit has been issued to date. The conditions and requirements for submitting the application are demanding and generally discouraging: a high, non-refundable 900-Euro fee, low yearly quota of participants in lessons of Greek language and history (500-1000), free-of-charge mandatory classes that take place only in the morning hours of working days, and examinations.&lt;/div&gt;&#xD;
&lt;div&gt;&#xD;
	&amp;nbsp;&lt;/div&gt;&#xD;
&lt;div&gt;&#xD;
	 A considerable number of researches and surveys provide ground of assessment of discrimination perceptions, attitudes, reality, and the migration and anti-discrimination policies on an EU comparative level. Greece is often classified among the EU countries with the least favourable policies and with the most negative persisting attitudes about immigrants and minorities.&lt;/div&gt;&#xD;
&lt;div&gt;&#xD;
	&amp;nbsp;&lt;/div&gt;&#xD;
&lt;div&gt;&#xD;
	 On the other hand, a notable number of civil society activities and a national strategy plan for social inclusion mark the development of more concrete action-taking with respect to tackling social exclusion and discrimination of immigrants and minorities.&lt;/div&gt;&#xD;

&lt;p&gt;Η εκμετάλλευση στον χώρο εργασίας, η αδυναμία πρόσβασης σε βασικές υπηρεσίες&amp;nbsp;και τα εμπόδια στην πρόσβαση στη δικαιοσύνη αποτελούν ορισμένες μόνο από τις&amp;nbsp;προκλήσεις που αντιμετωπίζουν οι παράτυποι μετανάστες, όπως επισημαίνει η νέα&amp;nbsp;έκθεση του Οργανισμού Θεμελιωδών Δικαιωμάτων της Ευρωπαϊκής Ένωσης (FRA)&amp;nbsp;με τίτλο &amp;laquo;Θεμελιώδη δικαιώματα των παράτυπων μεταναστών στην&amp;nbsp;Ευρωπαϊκή Ένωση&amp;raquo;). Η έκθεση παρουσιάστηκε &amp;nbsp;στο πλαίσιο της&amp;nbsp;Διάσκεψης του 2011 για τα θεμελιώδη δικαιώματα με θέμα &amp;laquo;Αξιοπρέπεια και&amp;nbsp;δικαιώματα των παράτυπων μεταναστών&amp;raquo;.&lt;br /&gt;&#xD;
	&lt;br /&gt;&#xD;
	&lt;cite&gt; Σύμφωνα με τον Morten Kjaerum, διευθυντή του FRA: &amp;laquo;Απασχολούμε παράτυπους&amp;nbsp;μετανάστες ως φθηνούς οικιακούς βοηθούς για να καθαρίζουν τα σπίτια μας. Τρώμε&amp;nbsp;τα φρούτα και τα λαχανικά που αυτοί μαζεύουν. Αλλά, παρά τη συνεισφορά τους&amp;nbsp;στην ευημερία των κοινωνιών μας, όταν οι παράτυποι μετανάστες προσπαθούν να&amp;nbsp;αποκτήσουν πρόσβαση σε υπηρεσίες υγειονομικής περίθαλψης ή εκπαίδευσης, ή να&amp;nbsp;προσφύγουν στη δικαιοσύνη για να καταγγείλουν περιστατικά κακομεταχείρισής τους,&amp;nbsp;συχνά βρίσκονται αντιμέτωποι με κλειστές πόρτες ή, ακόμη χειρότερα, απελαύνονται.&amp;nbsp;Τα ανθρώπινα δικαιώματα ισχύουν για όλους τους ανθρώπους. Εξακολουθούμε να&amp;nbsp;είμαστε άνθρωποι ακόμη και εάν δεν έχουμε διαβατήριο, βίζα ή άδεια παραμονής.&amp;raquo;&lt;/cite&gt;&lt;/p&gt;&#xD;
&lt;p&gt;Στα βασικά πορίσματα της έκθεσης του FRΑ επισημαίνονται τα ακόλουθα&amp;nbsp;προβλήματα:&lt;/p&gt;&#xD;
&lt;p&gt; Συχνά παρεμποδίζεται η πρόσβαση των παράτυπων&amp;nbsp; μεταναστών στην&amp;nbsp;εκπαίδευση και στην υγειονομική περίθαλψη για διάφορους λόγους:&lt;br /&gt;&#xD;
	α) Αντίθετα με τα γενικώς ισχύοντα για τους πολίτες του κράτους υποδοχής, η&amp;nbsp;δωρεάν πρόσβαση εγκύων γυναικών και παιδιών παράτυπων μεταναστών σε&amp;nbsp;βασικές υπηρεσίες υγειονομικής και επείγουσας περίθαλψης συχνά&amp;nbsp;αποδεικνύεται ανέφικτη.&lt;br /&gt;&#xD;
	β) Οι απαιτήσεις υποβολής επίσημων εγγράφων, όπως άδειας παραμονής και&amp;nbsp;ιατρικών πιστοποιητικών, εμποδίζουν συχνά την πρόσβαση των παιδιών&amp;nbsp;παράτυπων μεταναστών στα δημόσια σχολεία.&lt;br /&gt;&#xD;
	γ) Συχνά εφαρμόζονται μέτρα εντοπισμού και πρακτικές καταγγελίας σε&amp;nbsp;βάρος παράτυπων μεταναστών. Αναφέρονται ενδεικτικά οι επιχειρήσεις των&amp;nbsp;αρχών επιβολής του νόμου κοντά σε σχολεία ή νοσοκομεία, καθώς και οι&amp;nbsp;αναφορές ή άλλες αντίστοιχες πρακτικές εκπαιδευτικών και υγειονομικών&amp;nbsp;φορέων, ακόμη και δικαστηρίων, με τις οποίες ενημερώνονται οι αρμόδιες για&lt;br /&gt;&#xD;
	τη μετανάστευση αρχές για περιπτώσεις παράτυπων μεταναστών που&amp;nbsp;προσπαθούν να επωφεληθούν των υπηρεσιών των εν λόγω φορέων.&lt;/p&gt;&#xD;
&lt;p&gt; Οι παράτυποι μετανάστες που υφίστανται εκμετάλλευση στον χώρο εργασίας&amp;nbsp;τους συχνά αδυνατούν να προσφύγουν στη δικαιοσύνη διότι ενδέχεται να μην&amp;nbsp;έχουν το απαραίτητο για την κίνηση νομικών διαδικασιών δικαίωμα&amp;nbsp;παραμονής στη χώρα υποδοχής.&lt;/p&gt;&#xD;
&lt;p&gt; Ορισμένοι παράτυποι μετανάστες υπάγονται σε περιπτώσεις νομικού κενού,&amp;nbsp;στις οποίες οι αρχές αδυνατούν, λόγω νομικών ή πρακτικών κωλυμάτων, να&amp;nbsp;εφαρμόσουν αποφάσεις απομάκρυνσης των παράτυπων μεταναστών. Στις&amp;nbsp;περιπτώσεις αυτές, συχνά δεν τους χορηγείται επίσημο καθεστώς και, κατά&amp;nbsp;συνέπεια, δεν έχουν πρόσβαση σε βασικά δικαιώματα.&lt;br /&gt;&#xD;
	Στην έκθεση υποδεικνύονται διάφορα μέτρα για τη βελτίωση της κατάστασης:&lt;/p&gt;&#xD;
&lt;p&gt; Η πρόσβαση στην αναγκαία υγειονομική περίθαλψη πρέπει να παρέχεται σε&amp;nbsp;παράτυπους μετανάστες και υπηκόους επί ίσοις όροις, περιλαμβανομένης της&amp;nbsp;εφαρμογής των ίδιων κανόνων όσον αφορά τις πληρωμές και τις απαλλαγές&amp;nbsp;από δαπάνες υγειονομικής περίθαλψης. Οι έγκυες γυναίκες πρέπει να έχουν&amp;nbsp;δωρεάν πρόσβαση σε υπηρεσίες υγείας για την προγεννητική και&lt;br /&gt;&#xD;
	μεταγεννητική περίθαλψη, καθώς και για την περίθαλψη κατά τον τοκετό, τα&amp;nbsp;δε παιδιά που προέρχονται από οικογένειες παράτυπων μεταναστών πρέπει&amp;nbsp;να έχουν ισότιμη πρόσβαση στην υγειονομική περίθαλψη με τα παιδιά των&amp;nbsp;υπηκόων της χώρας υποδοχής.&lt;/p&gt;&#xD;
&lt;p&gt; Τα παιδιά που προέρχονται από οικογένειες παράτυπων μεταναστών πρέπει&amp;nbsp;να έχουν δικαίωμα δωρεάν εγγραφής στην πρωτοβάθμια εκπαίδευση.&lt;/p&gt;&#xD;
&lt;p&gt; Δεν πρέπει να επιβάλλεται στους εκπαιδευτικούς φορείς και στα δικαστήρια η&amp;nbsp;υποχρέωση καταγγελίας παράτυπων μεταναστών στις αρμόδιες για τη&amp;nbsp;μετανάστευση αρχές, ενώ οι ήδη υφιστάμενες ανάλογες πρακτικές πρέπει να&amp;nbsp;εγκαταλειφθούν.&lt;/p&gt;&#xD;
&lt;p&gt; Οι αρχές επιβολής του νόμου δεν πρέπει να πραγματοποιούν επιχειρήσεις,&amp;nbsp;όπως περιπολίες κοντά σε εκπαιδευτικά ιδρύματα ή ιδρύματα υγειονομικής&amp;nbsp;περίθαλψης, οι οποίες αποθαρρύνουν άμεσα την πρόσβαση των παράτυπων&amp;nbsp;μεταναστών σε θεμελιώδη δικαιώματα.&lt;/p&gt;&#xD;
&lt;p&gt; Βάσει της οδηγίας για τις κυρώσεις εις βάρος των εργοδοτών, πρέπει να&amp;nbsp;τεθούν σε εφαρμογή αποτελεσματικοί μηχανισμοί για τη διευκόλυνση της&amp;nbsp;έμπρακτης πρόσβασης των παράτυπων μεταναστών στη δικαιοσύνη.&lt;/p&gt;&#xD;
&lt;p&gt; Πρέπει να αναγνωρισθεί και να υποστηριχθεί από τις εθνικές αρχές ο ρόλος&amp;nbsp;των μη κυβερνητικών και των συνδικαλιστικών οργανώσεων που βοηθούν&amp;nbsp;τους παράτυπους μετανάστες να υπερβούν φραγμούς που εμποδίζουν την&amp;nbsp;πρόσβασή τους στην υγειονομική περίθαλψη, στην εκπαίδευση και στη&amp;nbsp;δικαιοσύνη.&lt;/p&gt;&#xD;

&lt;p align="justify" style="text-decoration: none; color: rgb(81, 81, 81); font-family: Verdana, Arial, Helvetica, sans-serif; "&gt;This report of the European Union Agency for Fundamental Rights (FRA) documents the legal, economic and practical obstacles that migrants in an irregular situation face in accessing healthcare in 10 EU Member States and proposes a number of ways to improve this access. The FRA found in particular that the risk of detection and deportation prevents migrants in an irregular situation from seeking healthcare, even in those countries where it is legally available, and suggests, among other improvements, disconnecting healthcare from immigration control policies.&lt;/p&gt;&#xD;

&lt;p&gt;This report is the result of a project by the FRA on the situation of migrants in an irregular situation in the EU. It is the first of two thematic reports which complements a forthcoming comprehensive overview of the fundamental rights situation of migrants in an irregular situation in the EU&amp;#39;s 27 Member States.&lt;/p&gt;&#xD;
&lt;br /&gt;&#xD;
&lt;p align="justify" style="margin-top: 0px; text-decoration: none; "&gt;Based on research conducted with (predominantly female) migrants and civil society organisations in 10 EU Member States - Belgium, France, Germany, Greece, Hungary, Ireland, Italy, Poland, Spain and Sweden - this report highlights some of the fundamental rights challenges affecting migrants in an irregular situation employed in the domestic work sector. It focuses on the experiences of migrants in an irregular situation. While many fundamental rights issues raised in this report are common to other persons employed in the domestic work sector, the risk of violations is exacerbated for workers who do not have the right to stay in the host country.&lt;/p&gt;&#xD;
&lt;p align="justify" style="margin-top: 0px; text-decoration: none; "&gt;This report deals with domestic work performed by third-country nationals who are staying in the EU in an irregular manner as they do not or no longer fulfil conditions of entry, stay or residence. The report does not, therefore, cover undeclared work performed by legally staying migrant workers, such as, for example, nationals of new EU Member States whose right to work in other EU countries remains restricted due to transitional measures, or with respect to third-country nationals who work in violation of their visa regime.&lt;/p&gt;&#xD;

	&lt;p style="margin-top: 0px; text-decoration: none; "&gt;2010 marked the first year the European Union (EU) operated on the basis of a legally binding bill of rights - the Charter of Fundamental Rights of the EU. This year&amp;#39;s annual report of the European Agency for Fundamental Rights puts the spotlight on the achievements and challenges of the EU and its Member States as they strive to inject robust life into their fundamental rights commitments.&lt;/p&gt;&#xD;
&lt;/div&gt;&#xD;
&lt;br /&gt;&#xD;
&lt;p style="margin-top: 0px; text-decoration: none; "&gt;Steps forward in 2010 included, among many, the reinforcement of a fundamental rights check of EU legislative proposals and the adoption of the regulation on the Citizen&amp;#39;s initiative - an important new EU participatory democracy tool. Moves by several Member States to strengthen or create National Human Rights Institutions or the ratification of the United Nations Convention on the Rights or Persons with Disabilities (CRPD) by the EU complemented this picture.&lt;/p&gt;&#xD;
&lt;p style="margin-top: 0px; text-decoration: none; "&gt;Still, there is no room for complacency. The EU continues to face various issues of concern in the fundamental rights field, such as persisiting and extreme poverty as well as social exclusion among Roma communities and deteriorating conditions of asylum seekers in certain Member States. In 2010, the European Court of Human Rights delivered over 600 judgments for violations of human rights against&amp;nbsp;almost all 27&amp;nbsp;EU&amp;nbsp;Member States.&lt;/p&gt;&#xD;
&lt;p style="margin-top: 0px; text-decoration: none; "&gt;This report examines progress on EU and&amp;nbsp;Member States rights obligations under the Charter of Fundamental Rights of the EU, covering the following topics: situation of Roma in the EU; asylum&amp;nbsp;immigration and integration; border control and visa policy; information society and data protection; the rights of the child and protection of children; equality and non-discrimination; racism and ethnic discrimination; participation of EU citizens in the Unions democratic functioning; access to efficient and independent justice; and victims&amp;#39; protection.&lt;/p&gt;&#xD;

	&lt;p style="margin-top: 0px; text-decoration: none; "&gt;Following the outburst of the economic crisis in the autumn of 2008, the FRA has monitored the development of the situation from the perspective of fundamental rights.&lt;/p&gt;&#xD;

&lt;p align="justify" style="margin-top: 0px; text-decoration: none; "&gt;In 2009, the European Union Member States experienced the most severe economic downturn since the Great Depression of the 1930s. Since December 2008, following the outburst of the economic crisis in the autumn of 2008, the FRA has monitored the development of the situation from the perspective of fundamental rights. The Agency&amp;rsquo;s observations are based on a variety of sources and focused on phenomena of racism and xenophobia, as well as issues such as unemployment, the situation of vulnerable groups and, to a limited extent, measures taken that affect public spending on social protection.&lt;/p&gt;&#xD;
